English Learners

Students are identified for English Language Learner (ELL) services through a comprehensive process designed to ensure appropriate support for non-native English speakers. Upon enrollment, families complete a Home Language Survey, which helps identify students who may need additional language assistance. If a language other than English is indicated, students undergo an English proficiency screener called ELPA21. This screener measures a student's skills in listening, speaking, reading, and writing in English. Based on the student's proficiency level, eligible students are then provided with ELL services tailed to help them achieve linguistic and academic success in the school environment. This process ensures that each student receives the language support he or she needs to thrive academically and socially.

A student exits ELL services once he or she meets the exit criteria set by the Tennessee Department of Education, which includes achieving required performance levels on the ELPA21 assessment. This ensures that the student has attained the necessary English proficiency to succeed independently in an English-speaking academic environment.

Parents have the right to waive placement of their child in English as a Second Language (ESL) services if they choose. However, even if a student is not enrolled in ESL programs, they are still required to participate in the annual English Language Proficiency Assessment (ELPA21) each year. This ensures that the student’s English language development is monitored to support their academic success.

An Individualized Learning Plan (ILP) for an English Language Learner (ELL) in Tennessee is a personalized educational plan designed to meet the unique needs of each ELL student. This plan outlines specific learning goals, instructional strategies, and support services tailored to help the student improve their English language skills and succeed in the classroom. ILPs ensure that teachers and administrators understand each ELL student's strengths, challenges, and language proficiency level, allowing for a more focused approach to their education. In Tennessee, ILPs are stored in TNPULSE, the state's education data platform, where they can be easily accessed by educators and updated as the student progresses.
